ADD A WEB SHORTCUT TO START MANUALLY IN WINDOWS 10

1st step:
In Internet Explorer 11 add desired shortcut to favorites w/ the icon for the shortcut [only because the end result is more visually desirable]

2nd step:
Copy or move shortcut out of favorites to the desktop [You will need to provide administrator permission]

3rd step:
Find the start menu folder
[C:\Users\***YOUR USER NAME***\AppData\Roaming\Microsoft\Windows\Start Menu]

4th step:
Right-click and drag the shortcut to programs in the start menu folder [then in the pop-up menu ***YOU MUST*** select CREATE SHORTCUT]

The final step:
Go to window start menu find the shortcut [right-click then select PIN TO START]

***Incidentally this technique can be used to also add program shortcuts whose icon didn't make-it to the start menu while being installed***
